Liberty didn't have one when I was on it a year ago. Some things can't be unseen.
I think Indy is one Tropez deck or something like that. Freedom has a area where it is posted that topless sunbathing is allowed.

I don't see what all the fuss is about. I apologize if this is inappropriate or not posted in the correct place. However, I just wouldn't recommend doing that on a day the ship is in a port. I was topless on Allure in Jan and on Indy Dec I've never heard of a "clothes optional" area on any Royal ship. Topless sunbathing may be permitted on some ships and on some itineraries, but only in deated areas.
